I believe regualr members can also have an avatar. Just go to top of forum page and you'll see the User CP, click on it and you can see edit avatar option...

Click on this>>>>> Edit your avatar and follow the directions ..note that you must make sure The maximum size of your custom image is 100 by 100 pixels or 4.9 KB (whichever is smaller).
...and stop using caps please. V.I.P. members can upload animated pics of larger kb size
