COULD ANYONE TELL ME HOW TO PUT A PICTURE BESIDE MY SIGN IN NAME OR DO YOU HAVE TO BE A VIP MEMBER????

Cool nope
I believe regualr members can also have an avatar. Just go to top of forum page and you'll see the User CP, click on it and you can see edit avatar option...
