Are My buttons turned off?

I am mainly a er, but when asked to post, I can't seem to find a button that says "post" or "start new thread". I found one here and hope I'm in the right place. Went to posting for newbie's, but could only find "post reply". Am I just to thick or what?

When I got in help section, low and behold, I found a button that says "New Thread". When in other areas or forums I can't seem to find anything like this.
