Do you still need 30" dishes for this to work?

Does this work on Elliptical 24" Dish or better yet 18" dishes?

I am a little bit confused. When I got all those things, what satelite I should to scan, 119 or 118?

With an 18 X 24 elliptical dish, you should get 11 of the 16 transponders. With just an 18" dish, you will likely lose one of these.

Depending on your receiver model, when you select a transponder that is on 118.7 (for example 11715), your receiver should recognize it (with a message such as "Found 118.7 satellite". If you get decent signal and quality readings, then do a transponder scan.
Remember, there are no duplicated transponder frequencies on 118.7 and 119, and you need a 30" or larger dish to get most of the transponders.

guys correct me if I am wrong but a file was posted for the viewsats one for the normals and one for the Hd
will this file work to get the 118.7 on my platinum

One reason is that 148 is considerably west of 119 and may not be viewable in eastern areas. Another is that most have an antenna pointed at 119 already, and thus just one dish is needed.
