parental control not unlocking

I own a viewsat lite. I went into parental control and turned all the locks off and left th channels unblocked. However, after exiting I went back into parental conrol and settings were back on locked positions. I went into channel edit and there are no locks on any channel. when changing channels I get this message "parental control (NR) enter pin". The receiver will not allow me to change the pin in parental control. I have to use 3570. Can anyone please help?
i have tried to change it to "0000" it say successful but then goes back to "3570"

i have also read and not able to get a good answer at all

You probably have both receiver lock and rating locks on, you would have to turn both off.

no i have tried that as well and same thing once you exit out the locks go back on again
has me frustrated

Loading a factory file and then reloading latest bin may remove the locks and will likely erase all channels and favorites. But I can't be sure of it.

what would the lastest factory file be
i tried that clean file but it didn't do anything at all
now is there a reason why you have to do a factory file 3 times in a row and then load the newest file on

Doing a factory file 3 times cleans out your receiver and brings it back to its original state (out of the box)...don't forget to write down your settings. You'll have to put your settings in and rescan for channels.
